    WHAT IS FLARE?

    FLARE stands for Fostering Leadership for Asians & Pacific Islanders through Research & Evaluation. We are a San Francisco Bay Area Technical Assistance and Capacity Development (TA/CD) Program for agencies serving A&PI communities in Alameda, Santa Clara and San Mateo counties, funded by the United States Department of Health & Human Services, Office of Minority Health.

    FLARE is an exciting and innovative 3 year program being implemented by Asian & Pacific Islander Wellness Center, an organization with 20 years experience in providing direct HIV/AIDS Care Services, Health Education & Testing , Leadership Development, and Technical Assistance to Asian & Pacific Islander (A&PI) communities in the San Francisco Bay Area region and throughout the U.S.

    Many agencies and health care providers don’t perceive A&PIs, especially women, as being at risk for HIV. In fact, most A&PIs learn of their HIV status only when they’re already very sick, or through mandatory screening. In addition, within the many A&PI communities, there are cultural taboos surrounding discussion of sexual issues and drug use which leave many A&PIs vulnerable to HIV risk factors. Poverty and immigration status may also affect A&PIs’ ability to access prevention and health care services. Immigrants in particular may not feel empowered to negotiate safer sex practices.

    The FLARE program aims to address these challenges by supporting A&PI serving agencies to develop culturally appropriate HIV/AIDS services for the large and growing A&PI communities in San Mateo, Alameda and Santa Clara counties.

    The FLARE Project plans to do this through:

    Building Leadership, Gathering Essential Data & Providing Technical Assistance
    For each county we will:
    Form a County Collaborative of local leaders
    Conduct a Needs Assessment
    Provide TA/CD to A&PI serving agencies

    Culturally Competent HIV Services
    Agencies serving A&PI communities will gain and sharpen the skills to provide culturally competent HIV services to their local A&PI populations

    Access to Services
    More A&PI people will access and utilize HIV prevention, testing, treatment and care services in their local counties
