The Community Development & External Affairs (CDEA) department provides training and technical assistance to community based organizations, health departments and health providers throughout the U.S. in the form of technical consultation, grants and facilitation on organizational development, program development and monitoring and evaluation.
The department works annually with over 50 community organizations to increase their capacity to conduct sound HIV prevention education, improve HIV care for clients and enhance community mobilization through leadership development
CDEA has also developed collaborative research projects with community based researchers to learn more about A&PI attitudes and behaviors; and the effectiveness of HIV strategies. We currently have a behavioral scientist in-house to help shape a research agenda. Using data and research to inform programs and public policy, CDEA also works to educate and inform key policymakers to strengthen health and HIV access for A&PI and Transgender communities.

The National Capacity Building Assistance (CBA) Program provides organizational, programmatic and technical support to improve quality of HIV services and fight the HIV epidemic in Asian & Pacific Islander communities across the nation and in the Pacific Island Jurisdictions.
The Banyan Tree Project (BTP) is a national campaign to stop HIV/AIDS-related stigma in Asian & Pacific Islander (A&PI) communities.
The Sangam Project offers organizational and programmatic technical assistance to HIV and HIV-related service providers who serve Asian & Pacific Islander communities in the San Francisco Bay Area. This project builds upon the work done through the FLARE Project.
California Statewide Training & Education Program (CSTEP) offers a multi-tiered training and certification program in English and Spanish for HIV and HIV-related service providers throughout California.
